Yep, I might help.

A new package in Debian requires an ITP bug report to be file (Intent
To Package). Here, the process is easy as the package will mimic
another package.

Technically speaking, one does not need to be a Debian Developer for
proposing a new package. The individual doing the ITP bug may be
someone planning to build the package and have some Debian Developer
make the controls and the upload (this is called "sponsored uploads").

So, if one of you people wants to work on such a package, (s)he is
welcome for that. The needed skills here are knowing how to build a
Debian package....in that case a quite simple one.

Below is the example of the ITP for the Spanish/Spain locale. BTW,
this one is surprising as all other mozilla-firefox-locale-* package
do not specify a country....

I'll download one of these packages and see if it is that
complicated...If it is not, I may file an ITP for Arabic...
