If you're meaning _Mandrake's_ manpages then it's a one minute job really. 
I'll just upload it to CVS and there's nothing 'bureaucratic' to do ;)

If you mean other manpages...

In either case, It's preferable that we check/investigate if/why the manpages 
thing is not working before starting to translate. Experience showed that 
going the other way is ... 'useless' (?) ;)
