[QAC] Moayyad's 'lingual' document

One of QAC duties is to write and check translator documentation. Moyyad has 
written quite a while ago this document,

However, it is not possible to publish it as is on the website without a 
review. The most appropriate 'Review Council' for such a document is of 
course QAC ;)

So, I'm adding this to our agenda. Every member is supposed to read the 
document, hunt errors/bugs and propose to the author any appropriate 
additions.
