Here is another idea:

Create N mailman lists and distribute people among these lists. 
Subscribers get an email with 50 words and a deadline, they reply back 
with their translations. Each list has a moderator. A moderator can be 
responsible for more than one list. The moderator will consolidate the 
replies, update the po file and commit.
