kmail translated/not-translated?

arabeyes kde repository shows kmail with 0 word as translated (same as kde
repository). Now, I am using kmail with an Arabic Interface in Mandrake 10
with kde 3.2
Can any one clarify this. Is the translation coming from kdebase or something!
