After looking at our current global TODO list [1] (which is dated and
needs to be updated btw) I can suggest a couple of things - do please
get back to the list with your reply (do note that all work will require
a bit of background research and some digging, but we're here to help !!)

 - WeirdX or maybe even Cygwin/X [*]
 - Docbook Arabic support

In both instances, a bit of background research is needed (to know what those
applications do, etc) and then contacting the external project authors to get
their feel/thoughts and status on Arabic support. I know from experience that
WeirdX (its an Exceed/ReflectionX type of an application) will need a bit of
clean-up from an end-user perspective (to make it much much simpler for end
users to pick-up and use -- mostly GUI stuff) as well testing and adding
whatever Arabic functionality is missing (can you 'cat' or 'less' a file on
a remote host while using weirdX ?)

Hope that helps and get back to the list with your thoughts.

[*] I've never used Cygwin/X, but if you can login from you windows machine
to another Linux/Unix box and display back then its an option

Salam.
