Mohammed, looks fine.  One quick comment --

Item 13 should also include,

  - a monthly status report (first of each month) to be sent to the
    appropriate mailing-list to inform volunteers and enthusiasts alike
    of progress and plans for the upcoming short duration (todo, done
    and issues).

Simply stressing the need for communication :-)

One complete - you might want to s/draft/official or something :-)
