bug tracker

I've been looking into other projects and how they manage their tasks,
and as often as I ask the answers are always the same, bug tracker, cvs,
and mailing-lists.

So.. I am going to move all the TODO list items to the bug tracker and
create categories as necessary. Unless I hear someone crying "STOP!" I
will go ahead and make the move.
