I don't think that's true, only the administrator of the emails
account would require a Gmail account. Other accounts are assigned by
a username at arabeyes dot org for example.

I agree with you on the advantages of @arabeyes.org emails.

correct, it doesn't need to be registered at gmail to have an account with registered with google apps user
