I agree with Youssef Chahibi. 

If one needs a mark in a very rare occasion for them, "quails" which
come with Emacs may be used. OpenOffice also provides a way to input
characters from Unicode table, although it is yet to be improved.

If a mark is needed seldom to one, then they can't remember the
layout, so there comes GUI or verbose input aid. In that case, there's
no reason to limit the scope to Latin letters.
