The ArabTeX system has an option \transtrue to switch on Western script
transliteration in addition to the Arabic script writing, and also an
option \arabfalse to switch off the Arabic rendering, by the same input.
This could be useful for your intended application.

More ArabTeX news:

- ArabTeX is at version 3.11l presently. It is believed to be stable apart
  from a known bug killing enumerated and itemized lists. A fix is known.
- I was ill for several months and have to catch up with my normal job;
  also our server is hosed, and the admin has left his job, so there will
  be some delay for the next version to become available :-(
- The current version is supposed to work with LyX, apart from the lists bug.
