To develop RTL S/W you need to take into considerations the following:
- Ability to flip the user interface from right to left and left to right
- Include the correct locale sensitive data (like date format, number 
format, etc..)
- Taking into considerations the fact that Arabic characters have 
different width which may require designing two interfaces one for 
Arabic and another one for English or attached a fixed width font with 
your application to be utilized in the GUI design.
- Taking into consideration the difference in input methods between 
different OS

Unfortunately most of the high quality products with Arabic support are 
commercial products and they have evolved over the years to meet most of 
the requirements.
