The KEEP would be needed for such things as the VIM project for instance
in which the majority of the work has been completed yet there is a clear
project maintainer/owner who might not be active on anything else.  Losing
that name would lead to confusion more than anything else.

This is more a topic for the 'admin' mailing-list in actually - I'll stop
