The person to talk about this is M.Yousif - he's floated a proposal to
include a number of missing characters to which I'm unsure of the status
at this point (but it had some difficulty). As it stands now one is
unable to encode the Quran via Unicode in any specified standard way
due to the missing characters. M.Yousif has, though, included those
characters in unused (non-standard) encodings in the following font
file which the 'Quran' [1] project is using,
