Not quite - you can use WinRar and ZipZag (among others) to unbzip2 and
untar.  I just tried it using WinRar-3.0 (make sure to click on the various
sub-directories and folders as you navigate the tarball's contents) as well
as ZipZag-1.62 and it worked fine.
