we in the Native-Lang project are not the specialists of these questions. (But whoever available on this list can help is welcome!)
Please file an issue in our IssueZilla : http://www.openoffice.org/project_issues.html
or refer to the localization project http://l10n.openoffice.org for this. (There is somebody in charge there for the Arabic localization).
Just for the record, Asian languages such as Japanese and Chinese had the same problems with the PDF export.
