Whatever encoding that specific editor uses. Akka does not decide that.

Depends on 'joe's encodings ;) For example, vim supports utf-8, so the answer
would be yes. I'm not sure what 'joe' supports (I remember using that editor a
long long, looooong time ago).

Akka uses FriBidi (http://fribidi.sf.net/) to make that decision.

No there isn't. I'm not sure what the status of VIM's patchs are. They have
been offered for download for a long time now, and VIM's author is well aware
of them but either has not gotten to them yet or has no interest in them.

We are not planning to provide packaged versions of vim with Arabic patches
anytime in the future (we prefer that VIM proper includes Arabeyes' patches).
