Well, it's really bug 92797 that is FIXED. So there will be no need for
82383 anymore, as Arabic works now. See:

Bug 82383 is a complete rewrite of the Arabic shaping code, which is
cleaner, but had a little chance to get in before 1.0, I think.
BTW, I just started to add Extended Arabic (U+0670..U+06FF) support, which
is also important for Arabic letters like Veh (U+06A4). That seems to be
easier than I guessed at first...
