اما في باقي الدول العربية يترجم:

November تشرين الثاني
December كانون الاول

The first set you mentioned are Arabized versions of the Gregorian names, and the second set are Babylonian names.
The first set is definitely used in places other than Egypt and Sudan. All the Gulf countries use them. In Saudi Arabia we are in fact unfamiliar with the Babylonian names.
The second set (Babylonian) are used in Iraq, Syria, Jordan, Lebanon, Palestine, and perhaps a few other countries. I am not sure what is used in Yemen, nor the Maghreb countries, but the point is, the first set is widely in use.
