Arabic posts are encouraged on this list with _ONE_ underlying rule,
always use UTF-8 as an encoding and _nothing_ else. Come to think of
it, you should have UTF-8 set as your default encoding for all your
emails (Arabic or latin) as well as browser viewing (that would
simplify life :-).
In short, ___always___ post using the UTF-8 encoding and not CP-1256
(windows-1256) or anything else.
