As'salam alikom Mohammad,
To be able to read files/Folders with arabic names, you've to change
the value of "isocharset" in "/etc/fstab".
the isocharset value is by default set to "iso8859-1" and it is not
exist in "/etc/fstab" options. You have to add it set its value to "utf8".
The following line shows you how to do that:
/dev/hda1 /media/hda1 vfat
umask=000,shortname=mixed,quiet,iocharset=utf8 0 0
