I didn't read all the message in this thread but I have test xpdf,gvv,
gpdf and acrobat to open Arabic pdf files (too many files)

I think the best program is Acrobat reader because I was able to open
all the Arabic pdf files without any problem (most of other program unable
to open Arabic pdf created in windows)
