What encoding is this in ?  Can we make a rule of only posting UTF-8
Arabic on this (and all other) list(s) ?

UTF-8 is a universal standard that is understood and supported by
most applications (if not all by now) and since we are a linux-centric
project we _must_ move away from all proprietary encoding.

PS: if that was UTF-8, I wasn't able to read it :-/
