Here is the email from the kde-i18n maintainer about the langauges that will 
be included in the KDE3 for sure .. you will see Arabic (ar) as the firstone 
to be in :-)

Hi,

I'm attaching the final list of languages to be included with KDE 3.0.

Only change compared to the one of yesterday is that Estonian got in on
maintainer request. Vietnamese was left out -- also on maintainer request.
Apparently, there are still (conversion?) problems with utf-8 in this
language.

Hopefully, they and all the others excluded this time will be joining again
for 3.0.1.
