problem

hello,
i just finished downloading TextPad and winCVS,, winCVS worked fine,, but 
textpad is not, when i try to open a file that containd UTF it tells me that 
it has some unknown characters,,, and when i save a file as UTF and try to 
write in arabic i see a wierd characters, i had textpad before and it was 
fine, but now is not,, is it because i use windows XP?
