If you plan to use Windows for translation there is a program called Textpad ( www.textpad.com ) that is very flexible and appropriate for this task as it is able to save in the Unicode format that we are using ..
To get the POT files there is a CVS program under Windows (and it is under GPL) called WinCVS ( www.wincvs.org ) ..
