Summary: Arabic support (BiDi)

Initial Comment:
Dear developers,
I have been searching about a program problem and they pointed my directly to TCL.

The problem regarding aMSN

http://sourceforge.net/tracker/index.php?func=detail&aid=929683&group_id=54091&atid=472658

they say it's from tk

The program fails to display bi-directional text correctly. For example,
the Arabic word West () should be spelled ghain () raa () baa ()
from right to left. The program displays the Arabic text in the opposite direction.

BTW, this is really a Tk issue, not a Tcl one. Keeping here for now, but
it needs to move...

It would be lovely to do BIDI (and hence both Arabic and Hebrew) support
right. But this is complex, so it's a Feature Request and not a Bug.

There are two issues.
1) Rendering of this only works on some platforms (OSX with Aqua is the
only one I think, but I could be wrong).
2) Input handling is definitely wrong, even on OSX.
