Because such as scripts like ireminder.pl is a script which the user
should be able to run from commandline, so this script will not be calld
bye other programm in itools. If ireminder.pl is a script which it
should only be callable from itools programmes and the user should not 
be able to run it alone in this case reminder.pl can be placed in other 
place than /usr/bin for example in /usr/share/itools/scripts. 
AFAIAK the user should be able to run ireminder.pl and for this reason
it _should_ be placed in /usr/bin and Debian rules said any files in 
/usr/bin /usr/sbin ... _should_ have a manpage. 
So when ireminder.pl should be place in /usr/share/itlWhateverYouWant 
the user will not be able to run it because it will not be in his _PATH_ by default.

Example:
 FVWM it contain executeable files in /usr/lib/fvwm/2.5.12
 this files can be run from the menu from fvwm if you try to run one of
 it on the commandline like "FvwmTaskBar" you get follow message:
 FvwmTaskBar Version 2.5.12 should only be executed by fvwm!

So such as scripts is only to be used from FVWM enviroment, and this is
not the case of ireminder.pl.

If you found any executeable file in /usr/bin which it does not have a manpage
you are free to file a bugreport against this package because it is not
confirm to Debian rules and AFAIAK FHS [1].
