First, you needn't compile from cvs. The 0.2.0 version is downloadable
from
http://prdownloads.sourceforge.net/arabeyes/bicon-0.2.0.tar.gz?download
and is usable without autotools.

This message occurs when you don't have libtool, or there is some
misconfiguration in autotools/libtool so they don't know about each
other.
What version of libtool do you have?
