arabeyes chatroom and Quran project

iam facing a problem to connect to the chat room for arabeyes even i cant 
log into the server
irc.freenode.net
any one can help me
cause i wish to help in Quran project
i am going to install qtauran and libquran, are they enough?!
do u use Kdevelop to compile and run?
is there any websites to take a tutorial in kdevelop?if i installed every 
thing what is the next setp?
