You have to add it to
xc/programs/xkbcomp/symbols,
xc/programs/xkbcomp/symbols/Imakefile,
xc/programs/xkbcomp/rules/xfree86.lst and
xc/programs/xkbcomp/keymap/xfree86.

Send patches to patch at xfree86 dot org dot
