well Isam , I don't think this is a bug as they don't know about the existence of an arabic keyboard layout , and that's why they didn't add arabic to that file !

About why we need that :
open the file xfree86 and u will see the definition for the 'ar' symbol not as a complete symbol but as an addition to the us symbol . that is , the symbols in us + the symbols in ar
when kxkb sees that 'ar' symbol , it doesn't know anything about it but it does know about the us symbols , so when you press a key 'a' for example it will display the character which is in the 'us' symbols not the one in the 'ar' symbols , but when u press ALT you force kxkb to use the 'ar' symbols (the foreign symbols) or the addition to the 'us' symbols
when kxkb knows about 'ar' symbols , it uses symbols in 'ar' as the main provider for characters and for the characters not defined in 'ar' symbol , it uses the existing ones in 'us' symbols , and when u press ALT u force kxkb to use the the 'us' symbols instead of the symbols in 'ar'

that's why we need to add this line to the file rules.cpp for kxkb
For other WMs , I think they will deal with the XFree86's xkb with a different way or another that's not the same as kxkb , I don't use but KDE (Really didn't installed any WMs but KDE) so I didn't try and don't know how they deal with XFree86's xkb

plz guys read what I post at 'doc at arabeyes dot org' and give me your suggestions about that issue (I MEAN KDE's KXKB NOT XKB)
