Did Bram happen to mention when he intends to actually incorporate the
patch into the main code? It's been a year now.

I am not sure how different it is for Windows (I would make the guess that
it shouldn't be very different). You should try to patch it and compile it
under Windows to see what happens. Simply follow the instructions in the
README file (in the patch's tarball) and let us know how it goes. It would
help if you have Cygwin tools around (for utilities like 'patch' , etc) --
then again, I know very little about windows development tools.
