Enlightenement is a windows manager indeed.
There is little in it to localize. The biggest work in any case would be to
internationalize and localize XFree86, and Gnome and KDE which are the two most used
application frameworks. Window managers in general have very little interfaces to deal
with. I would put these low in priority, especially if you keep in mind that the
advised Window manager for Gnome (and correct me if I'm wrong KDE) is not
Enlightenement (it was, but today it has become sawfish/sawmill). So, this is ahead of
time, but to give you an idea, once Gnome and KDE are done (and we're far from being
there yet:)), I guess localization would be on the most used applications (we could
contact Debian folks who have surveys on the most used applications to know in which
order we should localize) rather than on Window managers.
