Thanks anmar. So I guess the next step is to generate locales and create 
templates we can agree on. For now you can see a real simple sample at

http://www.arabeyes.org/~amohamed/potest/utf.php

This uses gettext and the en_US.UTF-8 encoding.

If we go this route with the internationalized site, we're gonna need 
some extensive redesign and rewrites.
