I thought this discussion had already been hashed out and the decision was to allow a user to choose their own username. Did I misunderstand something?

If #1 is invalid then the whole TODO is invalid. The only way to then verify multiple registrations is to check email addresses. If that's the case then I'll just delete the duplicates in the DB and call it a day.
