Yes, and my locale is de_DE.UTF-8 which support farsi, arabic and hebrew
even in my FVWM.  I can read ANY languages and have  appropriated  Fonts
installed.

I know, but squirelmail convert it (in the HTML-Source) to

&amp,#1234;

and the qustion is WHY?

A message I have tried to send from "squirrelmail" looks like:
