Welcome to Arabeyes!
About redundacy, read this thread
http://lists.arabeyes.org/archives/doc/2006/December/msg00125.html and this
http://wiki.kde.org/tiki-index.php?page=KDERosettaCollaboration .
Yes, there is an online Arabic to English computer dictionary, being built by
Arabeyes translators, where you can participate easily:
http://wiki.arabeyes.org/Technical_Dictionary .
There is no machine translation service to translate PO files, but this
document can help you: http://wiki.arabeyes.org/Translation_help .
Feel free to ask any questions, and contact us via IRC: irc.freenode.net
