I think there is a wrong link in kde-i18n page (the download section)
its ftp://ftp.kde.org/pub/kde/snapshots/current/kde-i18n/kde-i18n-ar.tar.bz2
but it should be :
ftp://ftp.kde.org/pub/kde/snapshots/kde-i18n/ (don't but the file name)
