The encoding is not an issue at all ('iconv' will take care of things
very easily).  Someone should definitely contact the 'c4arab.com'
folks and ask them if it would be possible to get the dictionary
from them under GPL (or similar) terms.  Any takers ?

It doesn't matter what format they'd be willing to give us the data
in as long as they're willing to share it and give us a GPL-like
license on it.  Whatever format they decide is good enough - let
this be a non-issue.
