I need to do some research, But my idea is:
You can't restrict the modifications for GPL'ed code. But with FDL you can say that this part shouldn't be modified. I guess this is why they are not comatible.

I still think that FDL is the best thing. Maybe CC-non commercial-attribution.

I still need to have a more detailed look.

I'll try to do it tomorrow.
