Well, I personally prefer the second option. The translator guide already 
points to the CVS howto. This howto is supposed to talk about CVS ;-) So we 
can reference it (one document) when needed, rather than having information 
split everywhere, or the same info in different locations.

Since there are now many people working on the same file full_wordlist.po 
(which is great ;-)), I think it is important to split it in order to 
prevent loosing (our rather precious) time in resolving CVS conflicts.
