So you plan to use Windows for editing .. well I do not suggest using 
WordPad, although it supports unicode it doe snot give you much funcionality 
with encoding conversion, and with syntax highlighting that TextPad do 
(http://www.textpad.com) .. I would prefere TextPad over wordpad ..
