ah ok it's related to the money symbol, date and the little diffrences between the arab countries I understand now ok

Yes, there are few differences: Money Symbol (Dinar, dirham, Ryal ...),
date (In Lybia, arabic names of month are different with regard to the
other countries), time (/GMT), the StartDayOfWeek ...
