I also quote from Learning Perl book, aka, The Lama book, one of the
two official books that teach Perl, it was written by one of the core
developers of Perl:
"Perl is short for "Practical Extraction and Report Language,"
although it has also been called a "Pathologically Eclectic Rubbish
Lister," among other expansions.*

* It's actually a retronym, not an acronym. That is, Larry came up
with the name first, and the expansion later. That's why "Perl" isn't
in all caps."
