I don't know what dist you are using. So look if there's a 
/etc/sysconfig/i18n file and change LANG to
something like
LANG="ar_MA.UTF-8"
if /etc/sysconfig/i18n does not exists, edit /etc/profile and add this line:
export LANG="ar_MA.UTF-8"

MA is for Morocco, change it with your country code
