Most of those projects do that since they don't have a mandatory cvs
subscription policy like we do. CVS committers do not have to be
subscribed to the list. Naturally, only cvs committers would want to be
subscribed (if they want to). In our case, we make everyone who has
commit rights subscribe regardless.

What we can do, is publicise the archives of the cvs list. Otherwise, I
see no need to put it as public.
