I would suggest and prefer #3 :-)

Each organization - Arabeyes, LUG #1, LUG #2, etc submit one nominee
(that nominee could be in THEIR organization or outside of it),
the nominees make their way to l4a (via email upon a deadline),

For example,
 
 arabeyes nominates A (include background info on person, accomplishments)
 LUG #1	  nominates B
 LUG #2   nominates C

l4a then decides who to pick (its not a compeition, it could be a rotation
thing) simply to get the word out there.  This totally removes any work
that we must do on a monthly basis, except for mailing someone's name
to l4a.
